Legal overview

Legal overview

Cameroon regulates entertainment games, money games and games of chance under Law No. 2015/012 and implementing Decree No. 2019/2300/PM. Casinos, betting establishments and public lotteries are concession activities: the operator needs a contract signed by the minister responsible for games after the opinion prescribed for the Gaming Regulatory Agency. MINAT's Games Service publicly identifies itself as the unit that examines authorisation files, controls application of the rules and performs gaming enforcement. The decree bars anyone below civil majority from casinos, betting and public lotteries; Cameroon's stated civil-majority age is 21.

Regulatory developments

The 2019 decree is the central implementation text and contemplates a Gaming Regulatory Agency throughout the concession and control process. Current MINAT pages, however, publicly describe the ministry's own Games Service as handling authorisation review and gaming police, while no reliable official standalone agency directory or public licence register was located in this review. Pages must therefore verify an operator directly with MINAT and must not rely on an operator-supplied badge, licence number or foreign authorisation.

Responsible gambling

Responsible gambling

Cameroon's clearest player-protection rule is unusually important for localisation: Article 16 excludes persons below civil majority, intoxicated persons, uniformed military and law-enforcement personnel, and anyone banned by the minister. Stakes must be paid in cash and wagers made merely on a verbal promise are prohibited. Because a detailed public self-exclusion or harm-treatment code was not located, editorial pages should add conservative safeguards: 21+ labelling, deposit and time limits, no borrowing, cooling-off breaks, loss and probability warnings, and routes to health support.

How we review

Rules by gambling category

We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.

Regulated

Casino

Current position

Casino gambling in Cameroon sits inside a formal concession system rather than an open registration market. The 2019 decree requires a concession for every casino and makes the contract itself important: it defines the authorised games, technical setup, opening schedule and promoter obligations. A country page should verify the operator and venue with MINAT, then distinguish that land-based permission from any website or app using the same brand. Mobile-game taxation shows that digital delivery is recognised, but taxation alone is not proof that an offshore casino has a valid Cameroon concession. Rankings should publish only independently verified status and date every compliance check.

Licensing

Casino operation requires a ten-year renewable concession contract signed by the minister responsible for games after the opinion prescribed for the Gaming Regulatory Agency. The contract specifies authorised games, technical characteristics, opening hours and operator commitments.

Online availability

The framework is technologically broad and the tax code expressly includes games organised through mobile telephones, but no public official remote-casino licence register or simple offshore recognition rule was located. A foreign licence does not establish Cameroon authority.

Advertising and commercial links

No dedicated official casino-advertising code was located in the reviewed materials. General commercial rules prohibit misleading advertising; content should avoid guaranteed-win claims, disguised promotions and unverified licence statements.

Responsible gambling

Casino participation is limited to people who have reached Cameroon's civil majority, currently 21. Intoxicated persons and specified prohibited participants must be refused. Pages should also encourage cash-only budgets, time limits, breaks and immediate stopping when gambling affects bills, work or relationships.

Regulated

Sports betting

Current position

Sports betting is expressly regulated in Cameroon. The implementing decree defines bets around predicting the result of a race, event or competition, identifies pool and fixed-odds forms, and requires a separate concession for each category offered. This makes brand-level labels too vague: an operator authorised for one betting product should not automatically be described as approved for every market or channel. Before linking to a bookmaker, the page should verify the concession holder, relevant category, current domain and payment route with MINAT. Odds comparisons must be timestamped and should explain settlement rules instead of presenting a short price as evidence of safety.

Licensing

Operating a betting establishment requires its own renewable concession. The decree recognises pool and fixed-odds betting and requires a distinct concession for each betting category.

Online availability

Connection arrangements may form part of a concession and mobile gambling is recognised for tax purposes, but no official public list confirming Cameroon-authorised betting domains was found. Domain, legal entity, payment channel and concession scope require direct verification.

Advertising and commercial links

Betting promotions remain subject to general rules against misleading commercial claims. Odds, conditions and sponsorship must be presented transparently, without promising profit or implying that a foreign licence replaces Cameroon approval.

Responsible gambling

Betting participation is 21+ under the decree's civil-majority rule. Readers should set a fixed loss budget, avoid credit and chasing, pause after strong emotion and treat every forecast as uncertain rather than as income advice.

Verified online sportsbooks

No operator is currently recommended or linked.

Restricted

Predictions

Current position

In Cameroon, the legal dividing line for a predictions page is functional. An article may analyse teams, races, form and probabilities without becoming a betting establishment, but accepting money on the predicted outcome activates the betting rules. Editorial pages should name their data window, explain uncertainty and preserve an audit trail when a forecast is updated. Affiliate offers belong in a visibly separate block and should link only after the operator's concession category and domain have been checked with MINAT. Selling confidence as certainty would mislead readers and erase the distinction between analysis and a regulated wager.

Licensing

Independent analysis that does not accept money or settle an outcome is editorial content. Once a service accepts a stake on the predicted result of a race, event or competition, it falls within regulated betting and needs the appropriate concession.

Online availability

Publishing forecasts online is not itself evidence of gambling operation. Paid picks, affiliate links and outcome-based products must be clearly separated, and any operator accepting the wager must have verifiable Cameroon authority.

Advertising and commercial links

Forecast content should disclose commercial relationships and must not claim certainty, guaranteed returns or recovery of losses. General prohibitions on misleading advertising apply even where no gambling-specific ad code is identified.

Responsible gambling

Predictions cannot remove chance. Every wagering-related forecast should carry a 21+ notice, avoid income language, show that losses are possible and direct readers toward limits, breaks and support when betting becomes difficult to control.

Regulated

Lotteries

Current position

Public lotteries in Cameroon share the concession model used for casinos and betting establishments. The licence question is specific to the organiser and game, so a familiar draw name or a mobile payment option is not enough to prove authority. A useful lottery page should verify the concession with MINAT and publish the ticket price, drawing method, prize basis, eligibility, claim deadline and source date. It should also distinguish a regulated public lottery from a free promotional draw: commercial law specifically objects to lottery-style advertising tied to a purchase or other financial consideration. Unverified foreign ticket resellers should not receive a ranking link.

Licensing

A public lottery requires a ten-year renewable concession signed by the minister responsible for games after the prescribed agency opinion. The concession identifies the permitted game and operator obligations.

Online availability

The tax code recognises games delivered through mobile telephones, but no official public catalogue of authorised online lottery domains was found. Foreign draws, ticket agents and mobile sellers should not be treated as lawful without product-specific verification.

Advertising and commercial links

Cameroon's commercial rules treat purchase-linked advertising lotteries as misleading practices unless participation requires no purchase or financial consideration. Lottery promotions should state price, draw mechanics, eligibility and claim conditions accurately.

Responsible gambling

Lottery participation is restricted to people aged 21 or over under the civil-majority rule. Content should describe tickets as a discretionary expense with random loss, discourage repeated chasing and borrowing, and recommend a firm spending cap.
